I can certainly help you with the Flickr stuff, we have a Flickr group that is regularly updated by a community of photographers (http://www.flickr.com/groups/894733@N22/) I then use the Flickr API to show photos from that group on our homepage - http://www.lichfielddc.gov.uk.

We also have our own Flickr account, which we are hoping to update more frequently in the new year.
